How do the reminders stop?
The filter skips any order whose tags contain shipping-reported. Add that tag when the shipment is reported, by hand or with a form workflow, and the next day's run leaves the order alone.
How many tasks will this use each day?
Roughly one task for the order list plus a few for each unfulfilled order in it, since the loop runs the filter and the email for every order. Keeping the list to recent unfulfilled orders keeps the count down.
How do I test it on a live store?
Point the email step at your own address and add a filter for one test order's name, run it once, then remove the test filter. Pause the workflow any time with its on/off switch.
